In an increasingly interdependent world, the maintenance of peace and security requires cooperative action.
Multilateral institutions with the capacity to quietly engage disputing parties are an effective yet under-used means to reduce, if not entirely prevent, the violent escalation of socio-political tensions. Regional, sub-regional and other inter-governmental organisations are particularly well-placed for early, pro-active and sustained engagement, but few have appropriate mechanisms or the necessary resources.
The development of pre-standing inter-governmental mechanisms with dedicated human and financial resources is key to enabling timely and substantive responses to the complex issues that can lead to conflict and threaten stability within and across borders.
